You need:

Roll a piece of black polymer clay. Pinch one end to create the penguin's tail.
Form the hat by placing the piece of red polymer clay on the fingertip. Place the hat on the penguin and press it so that it touches the head.
Make two small balls of white polymer clay for the head and the belly.
Create the beak then the feet (red polymer clay) and two triangles for the wings (black polymer clay). Glue them to finish the penguin.
Put sugar at the bottom of the half-sphere of a bauble and place the penguin inside.
Close the bauble.
To ensure the final closure of the bauble and for more stability, use papier-mâché for the finish.
